PSIcapture Migration: Error Creating new Cabinet Document: Invalid Tab ID

Problem:

A migration fails with the following error in the log:

Error Creating new Cabinet Document: Invalid Tab ID

Solution:

Check a QA step, or add a QA step, and review documents to ensure that all index fields are populated correctly.  Missing data or data that doesn't meet any requirements can cause this issue.
