Problem:
When troubleshooting OMR issues, note that OMR is tied to OCR counts. Precision OMR uses ADE counts. If there is an issue with the license server, and the OCR count cannot be properly reported, OMR will fail, and not run. There doesn't appear to be a log alert for OMR failing to run. In the observed instance of this issue, the day prior to troubleshooting there were log alerts about the load on the license server being too large. OMR failed to work.
Solution:
Stopping the capture services on the License Server resolved the issue.
