The DLL file being used for the document type has to e registered using "Administrator" rights.

For Word, Notepad, Excel – C:\Program Files (x86)\CNG\CNG-SAFE\KeyView\kvocx.ocx
For Forms – C:\Program Files (x86)\CNG\CNG-SAFE\ofmctl.dll
If in doubt, register them both.
