PSIsafe Desktop Troubleshooting: Error communicating to Cabinet Server\socket "A request to send or receive data was disallowed"

Problem:

Error message reads "Error communicating with the Cabinet Server: A request to send or receive data was disallowed because socket is not connected and (when sending on a datagram socket using a sendto call) no address was supplied"
