Problem: 

Update keeps running every time user logs in. The update actually does not download any files.

Solution: 

Norton Anti-Virus(or other Anti-Virus\Firewall software) blocks the CABINET Update Transfer executable. Exclude (Add to Exceptions) CABINET Update executable.
