Problem:
User Checks Out a document, and perhaps user has left company, or original PC is lost/damaged, or cannot login as original user who has document Checked Out.
Solution:
You can right-click the Document, and click on "Undo Check Out". A new dialog will appear, to provide a reason for the check out. Before you click "OK", click on the down arrow next to it. You have the option to "Set Admin Override". This will prompt for the Cabinet Administrator account password. Once entered, you can force a Check In of the document and return the document back to a useable state.
