Problem:
Synchronizer uses Task Scheduler to launch. However, some Network Resources (users within the domain/network) are unable to launch the Synchronizer console while the following setting is checked:
Solution:
Adjust the user via "Change User or Group" to a non-Network Resource user, i.e. a user within BUILTIN\[User] or a local user that matches a domain user account, i.e. DOMAIN\Administrator.
When the appropriate user is selected, the "Run whether user is logged in or not" radio option should grey out, because the task should be able run in either scenario.
